Guangdong province in South China is sparing no effort to build a new high-level open economic system and comprehensively enhance its position in the global industrial, supply and value chains, a senior official said.

The province is making every effort to build itself into a global hub for gathering high-end elements and resource allocation, expanding the development space of Chinese to modernization in the province, said Zhang Jingsong, director of the Guangdong Provincial Department of Commerce.

Zhang made the remarks at a news conference in Guangzhou on Friday.

Zhang said Guangdong, which relies heavily on its foreign-oriented economy for sustainable growth, will further promote foreign trade and outsourcing and make greater efforts to attract offshore investment, foreign talent and intelligent businesses. This will help promote the province's high-quality development and high-standard opening-up to the outside world in the months to come.

Zhang further said the province, being an economic powerhouse in the country, will further expand and optimize the structure and scale of its foreign trade, with top priority given to the task of building a number of export industrial clusters. The planned clusters will be for fields like electronic information, modern light industry, textiles, smart home appliances and new energy storage.

Guangdong will increase its efforts to attract foreign investment and intelligent businesses in the following months, said Zhang.

Yang Hongshan, deputy director of the provincial department of human resources and social security, said the department has continuously been improving the talent service guarantee system, fostering international talent communities and international talent service centers. These will provide high-level services to talent from home and abroad, enhancing a sense of belonging among talented professionals, thus creating a highland for attracting talent.
