　　To make all-out efforts to implement Novel Coronavirus Pneumonia (NCP) prevention and control of Foshan City, safeguard peoples lives, safety and health, maintain social stability and order, in accordance with Criminal Law of the People’s Republic of China, Law of the People’s Republic of China on Penalties for Administration of Public Security, Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases, Emergency Response Law of the People’s Republic of China and relevant judicial interpretation and provisions, and as required by Level 1 Public Health Emergency Response of Guangdong Province, Foshan Public Security Bureau hereby issues a notification of severe crackdown on NCP-related law violation and crimes amid the prevention and control as follows:

　　I. NCP patients, pathogen carriers, suspected patients, and those who have been in close contact with the above-mentioned personnel, and who come to Foshan City from major epidemic areas, shall take the initiatives to report to local communities and cooperate in isolation and treatment, concentrated or home quarantine and observation as required. Refusing to cooperate and violating public security management regulations shall be punished to the greater extent in accordance with relevant provisions of Law of the PRC on Penalties for Administration of Public Security. Acts that cause the spread of NCP or pose high risks of virus transmission shall be strictly investigated for criminal responsibilities according to the laws.

　　II. Refusing to take the law-based NCP prevention and control measures put forth by governments at all levels and the Epidemic Prevention and Control Headquarters, rejecting to wear masks in public places or disturbing public order regardless of dissuasion, shall be punished to the greater extent in accordance with relevant provisions of Law of the PRC on Penalties for Administration of Public Security. Suspected criminal cases shall be strictly investigated for criminal responsibilities according to the laws.

　　III. Refusing to comply with such prevention and control measures as body temperature or identification checks at epidemic checkpoints, metro stations, bus stations and other public places, and rejecting to cooperate with organizations or personnel from designated health and epidemic prevention facilities, medical and hygiene institutions, committees formed by sub-districts, local communities and villages in temperature taking, epidemics investigations, sample collecting and testing, environmental hygiene improvement, sterilization and others, and disregarding of dissuasion, shall be punished to the greater extent in accordance with relevant provisions of Law of the PRC on Penalties for Administration of Public Security. Suspected criminal cases shall be strictly investigated for criminal responsibilities according to the laws.

　　IV. Acts of insulting, threatening or injuring the police, medical personnel and other staff, and obstructing prevention and control of NCP, shall be punished to the greater extent in accordance with the laws. Suspected criminal cases shall be strictly investigated for criminal responsibilities according to the laws.

　　V. Committing frauds by means of selling face masks, protective clothing, goggles and other prevention and control products, collecting donated materials, or running online diagnosis via telephone, SMS, WeChat, micro-blog, internet platforms and other telecommunications networks, shall be strictly investigated for criminal responsibilities according to the laws.

　　VI. Acts of fabricating, circulating or intentionally spreading NCP-related rumors or false information, falsely reporting alerts on emergencies, epidemics or public security, creating fear and panic, and disturbing social order, shall be punished to the greater extent in accordance with relevant provisions of the Law of the PRC on Penalties for Administration of Public Security. Suspected criminal cases shall be strictly investigated for criminal responsibilities according to the laws.

　　Ⅶ. Amid the NCP prevention and control, public security organs shall take stern law-based measures against other illegal and criminal acts that include disrupting the order of medical institutions, pushing up prices, producing and selling counterfeit products, selling wild animals, jeopardizing public security, gathering for gambling, running casinos and gambling places and so on.

　　It is important that all people shall abide by laws and regulations, act in accordance with relevant decisions and orders of the government and this Notification, actively report clues concerning illegal and criminal acts obstructing the NCP prevention and control to the local public security organs or call 110. It is advised that we shall jointly safeguard public security and order. This Notification shall enter into force as of the date of promulgation.

　　为全力做好我市新型冠状病毒感染肺炎疫情防控工作，切实保护人民群众生命安全和身体健康，确保全市社会平稳有序，根据《中华人民共和国刑法》、《中华人民共和国治安管理处罚法》、《中华人民共和国传染病防治法》、《中华人民共和国突发事件应对法》及相关司法解释等有关规定，按照广东省重大突发公共卫生事件一级响应要求，现就防控期间依法严厉打击有关违法犯罪行为通告如下：

　　一、新型冠状病毒感染肺炎的病人、病原携带者、疑似病人、上述三类人员的密切接触者及从疫情重点地区到佛山的人员，不主动申报登记、拒绝接受隔离治疗、拒绝集中或居家医学观察的，如构成违反治安管理行为，依照《治安管理处罚法》有关规定从重处罚。引起新型冠状病毒传播或者有传播严重危险的，依法从严追究刑事责任。

　　二、拒不执行各级人民政府及疫情防控指挥部依法发布的防控措施，在公共场所不佩戴口罩，不听劝阻、扰乱公共秩序的，依照《治安管理处罚法》有关规定从重处罚；涉嫌犯罪的，依法从严追究刑事责任。

　　三、拒不配合疫情防控检查点和地铁站、车站等公共场所实施体温检测、人员核查等防疫措施，拒不配合卫生防疫、医疗卫生机构及街道、社区、村（居）委等组织、人员采取的体温检测、传染病调查、样本采集检测、环境卫生整治和病菌消杀等防控措施，不听劝阻的，依照《治安管理处罚法》有关规定从重处罚。涉嫌犯罪的，依法从严追究刑事责任。

　　四、侮辱、威胁、伤害人民警察、医疗救护等工作人员，妨碍疫情防控工作的，依法从重处罚；涉嫌犯罪的，依法从严追究刑事责任。

　　五、通过电话、短信、微信、微博、网络平台等电信网络途径，以销售口罩、防护服、护目镜等防控产品、募集捐赠物资、在线诊断等方式进行诈骗的，依法从严追究刑事责任。

　　六、编造、散布、故意传播涉疫谣言、虚假疫情信息，谎报险情、疫情、警情，制造恐慌、扰乱社会秩序的，依照《治安管理处罚法》有关规定从重处罚；涉嫌犯罪的，依法从严追究刑事责任。

　　七、疫情防控期间，公安机关还将依法严厉打击扰乱医疗机构秩序、哄抬物价、制假售假、贩卖野生动物、危害公共安全、聚众赌博、开设赌场等其他妨害疫情防控违法犯罪行为。

　　请广大市民自觉遵守法律法规，认真执行政府的相关决定和命令及本通告，积极向当地公安机关或拨打110报警电话举报妨害疫情防控的违法犯罪线索，共同维护社会治安秩序。本通告自发布之日起实施。
