The full text of Action Plan for Favorable (“益晒你”) Enterprise Service System & Best Business Environment 2022 (hereinafter referred to as the Action Plan) was issued on December 16. It shows the determination of Foshan to build a favorable service system to enterprises, cultivate a business-friendly environment, and further stimulate market vitality, and social creativity to continuously improve the sense of acquisition and satisfaction of market entities.

With over 8,000 words, the Action Plan covers 56 measures, including nine main measures of deepening “First Era” reform of the commercial system, deepening the reform of efficient examination and approval, deepening the reform of “free on-site” tax service, improving facilitation for cross-border trade, deepening the reform of financial services, deepening the reform of “standardized administration”, deepening the reform of transparent government procurement, deepening the reform of administrative regulation and deepening the reform of law-based environmental mechanism.

The Action Plan stresses that reforms should not increase the burden on enterprises, which means that there will be no additional requirements for any services, and penalties will not be the only measure for inspections. To enterprises, the government should promise "Ten Nos": No responsibility shifting, no using positions to seek benefits from the masses, no rights and money trading, no black case work, no random law enforcement, no infringement of rights, no illegal charge, no taking one’s position to bring benefits to relatives and friends, no breaking promises and no intervention. The “Ten Nos” principle is for Foshan to build up a transparent and new relationship between politics and business.

It is worth noting that the Action Plan proposes overall supervision and releases more details about the off-site remote supervision to improve the efficiency of verification so as to reduce interference with the normal production and operation activities of enterprises to the minimum.

According to the Action Plan, all kinds of cases relating to market entities should be handled fairly and efficiently to strengthen the necessary checkup of custody and minimize detention.

The Action Plan also enhances the brand publicity of "Made in Foshan" by strengthening brand construction, protection, and promotion. Additionally, the municipal and district-level business environment reform and innovation awards will be set up, and the Favorable (“益晒你”) Enterprise Service System Center will be added in the administrative service centers.
