Foshan Administration for Market Regulation has made intensive efforts in the reformation of the administrative examination and approval process against issues reported by enterprises.

Foshan firstly releases the administrative service "One License for All", which has simplified the application process for permits. Notably, the approval time has lower by 60%, and the total number of documents required for 60 types of frequent service has reduced from 6497 to 1859.

Through the shared harbor resource, Foshan enterprises are entitled to the benefit of “One time declaration, examination and port clearance” from the integrated construction of the Greater Bay Area. Therefore, the original shipping duration has shortened from nearly one week to 2 days, reducing the cost by 30%.

Since June 2021, business environment has been the prior reformation project of Foshan. In December, 2021 , Foshan has further issued the Action Plan for Favourable Enterprise Service & Best Business Environment 2022, which is the first local regulation established to better serve the market entities.

For instance, all government affairs have been equipped with online service and nearly 98% of them can be completed via online platform. "Instant approval" service has covered 227 government affairs.

Additionally, Foshan has issued other supportive measures. By the end of October 2022, Foshan has already released 1316 terms and issued 15 billion yuan to qualified enterprises and individuals.

Regarding the approval of construction projects, apart from the upgrade in the application process, Foshan has formed 6 service groups, 202 people in total to provide direct and timely service for key construction projects. Nowadays, it has delivered over 200 thousand times of advanced service.

Meanwhile, the innovative "artificial intelligence + double random phrases" supervision system in Foshan has reduced the time of spot inspection by 83% while increasing the discovery rate by 86%.

Benefited from the efforts contributed by Foshan government, by the end of October 2022, the number of market entities has increased by 19.5%, reaching around 1.2 million in Foshan.
