On February 7, the unveiling ceremony of the Foshan Workstation for Drug and Medical Device Registration Guidance Services under the Center for Drug Evaluation and Certification of the Guangdong Provincial Medical Products Administration (hereinafter referred to as the "Foshan Workstation"), along with the signing and completion ceremony of major industrial projects in the Guangdong (Foshan) Large-Scale Industrial Cluster Zone, was held at Foshan Yundonghai Medical and Health Industrial Park.

The workstation will consolidate provincial-level technical expertise to offer tailored services and targeted enterprise support. This marks a significant step in optimizing public services and fostering resource-sharing and collaborative mechanisms between provincial and municipal authorities.
Services Are More Specialized and Efficient
The workstation integrates expert teams, including evaluators for drugs and medical devices, provincial-level inspectors for pharmaceuticals, medical devices and cosmetics, and provincial-level laboratory accreditation assessors. This setup enables expedited processing and specialized services, helping enterprises save both time and costs.
Enhanced influence and coverage
Anchored in Foshan's pharmaceutical technology institution, the workstation will provide documentation pre-review, technical consultation, personnel training, and product testing services to pharmaceutical, medical device, and cosmetics companies across all five districts, offering strong technical support for building Foshan into a leading hub for the biomedical and health industry.
A fully upgraded, all-encompassing service ecosystem
With the official unveiling of the Foshan Workstation, several major platforms, including the Foshan Laboratory of the Guangdong Medical Devices Quality Surveillance and Testing Institute (hereinafter referred to as the "Foshan Laboratory"), have been established. A comprehensive service matrix has been set up, enabling the industrial park to provide full-chain, one-on-one services to enterprises.
During the event, 16 key projects with a total investment of 24.5 billion yuan were signed. Among them, the largest single project is the "Innovative Drug R&D and Industrialization Base Project," with an investment of 5.8 billion yuan. Upon reaching full production, it is expected to generate an annual output value of 1.5 billion yuan.

Institutional Innovation Steps Up
As strategic emerging industries such as biomedical and health technologies grow in prominence under Foshan's northern development strategy, the Sanshui district is not only introducing new projects but also accelerating institutional innovation.
In January 2025, Sanshui introduced a roadmap to pioneer the development of new quality productive forces, placing emphasis on advancing institutional reform in the Foshan Yundonghai Medical and Health Industrial Park, and striving to include the Foshan Laboratory and the Foshan Workstation in the government work report.

State-Owned Funds Support Strategic Emerging Industries
Several state-owned funds, including the Mother Fund of Technology Financial Group (FoF), China Health Industry Investment Fund, Huaxi Yuanyou Industrial Investment Fund, and Foshan Construction & Development Fund, have been introduced to support the development of Foshan's strategic emerging industries through a capital investment loop led by state-owned assets, encompassing project implementation, equity exit, and reinvestment.

The park has established a coordinated investment framework integrateing state-owned and private funds, managing a total capital scale of nearly 900 million yuan. It has also launched three biomedical-focused funds, actively working to introduce projects such as a pilot platform for traditional Chinese medicine R&D in the Greater Bay Area.

Progress Accelerates on Key Infrastructure Projects
Kehua Road, a 4.3-kilometer arterial road with a total investment of 310 million yuan, officially opened to traffic, improving east-west connectivity between the park's production zone and logistics zone.

By 2025, core road networks connecting the production zone, logistics zone, and R&D zone are expected to take full shape. This will be supported by the completion of eight roads, including Xuehai North Road, the commencement of four additional projects, such as the west extension of Xingyun Road, and the acceleration of key infrastructure projects, including the Water Axis and a water purification plant.
Looking ahead, Sanshui plans to roll out full-cycle enterprise services, establish a comprehensive corporate credit evaluation system, implement streamlined supervision, and adopt a "respond-to-every-need, avoid-unnecessary-intervention" service model, strengthening its reputation as a business-friendly destination.
Regional Synergy Further Strengthened
At the Foshan high-quality development conference, Foshan unveiled a blueprint centered on "Five Threes": three strategic thrusts, three chain integrations, three renovation drives, three-industry convergence, and three-enterprise co-development. In line with this, the city announced that the Yundonghai Biomedical Park will now operate under direct oversight of the administrative committee of FHIDZ, which is a significant development for Foshan.
This move builds upon the existing "one zone, five parks" management structure, establishing a new development model of "one zone leading, dual-core driving, and five parks collaborating." By focusing on innovation and transformation, FHIDZ is poised to become a leading force in cultivating new quality productive forces, playing a crucial role in the city's mission to "create a new Foshan."

With strong support, Foshan Yundonghai Medical and Health Industrial Park will become one of the core parks of FHIDZ. It is expected to benefit from additional national and provincial pilot advantages, as well as increased city-level policy resources.
Foshan plans to further improve the development model, which integrates the command center (Sanshui Headquarters for the Foshan North Strategic Emerging Industry Park), the administrative committee of FHIDZ, and the development firm (Foshan Construction & Development Group). This will include implementing closed-loop financial management, aligning fiscal responsibilities and authority, and strengthening local governance.
Over the years, the FHIDZ has leveraged the strengths of its sub-parks to cultivate future-oriented industrial clusters.
In Nanhai Industrial Park, the Foshan Talent and Innovation Lighthouse Industrial Park has integrated 15 technology innovation platforms, 5 national-level incubators, and 5 national-level makerspaces. Chancheng Industrial Park is deeply involved in the planning and developing the Nanzhuang High-End Precision Manufacturing Industrial Park, facilitating the industrialization of advanced manufacturing projects. Shunde Industrial Park, anchored by the Beijiao Robotics Valley, is driving the development of a full robotics industry chain covering core components, robot bodies, system integration, and application. Meanwhile, Gaoming Industrial Park is seizing the opportunity presented by the construction of the Pearl River Delta Air Hub (Guangzhou's new airport) to build an aviation-linked smart manufacturing zone.
