At the 2023 Foshan Entrepreneur Conference on March 10, Foshan officially released the Action Plan on High-quality Promotion of Manufacturing Industry (hereinafter referred to as "the Action Plan"), introducing 30 measures to provide support for the high-quality development of Foshan's manufacturing industry. The Action Plan proposes that by 2026, Foshan's total industrial output value will exceed 3 trillion yuan, and by 2030 reach 4 trillion yuan.

According to the Action Plan, Foshan will make efforts to build a new economic form, enhance innovation capabilities, optimize space carriers, promote brand building, strengthen organizational guarantees, and therefore comprehensively build a modern manufacturing system with distinctive characteristics, structural optimization, cluster chains, excellent quality and brand prominence.

Strategic emerging industries will be given top priority in Foshan. The Action Plan clearly points out the necessity to focus on cultivating and developing emerging industries such as new energy vehicles, high-end equipment manufacturing, high-end software, medication, robots, new display monitor, new energy, new materials, new energy storage, environmental protection, and biological manufacturing. Foshan will also make forward planning in new generation of artificial intelligence, metamaterials, green hydrogen energy, synthetic biology, and gene therapy.

Meanwhile, Foshan will continue to encourage technology innovation. To enhance the innovation ability of the manufacturing industry, the Action Plan details from four perspectives: building a major innovation platform connecting the manufacturing industry, encouraging enterprises to make more scientific research investment, creating a vivid situation of collaborative innovation, and deepening the reform of scientific and technological system and mechanism. The Action Plan proposes to promote the establishment of R&D institutions in all manufacturing enterprises with an annual output value of more than 1 billion yuan, and to increase more than 1,000 new high-tech enterprises every year. The Action Plan also emphasizes the need to strengthen scientific and technological cooperation with Guangzhou, Shenzhen, Hong Kong and Macao, the Yangtze River Delta area, Beijing-Tianjin-Hebei region, and with universities and scientific research institutions.

Notably, the Action Plan also puts forward six measures to optimize the economic spatial structure of the manufacturing industry. The Action Plan notes that it is necessary to scientifically lay out the industrial space, and in accordance with the industrial layout, Foshan will develop a driving economy structure in the medium area, a business-flow economy structure in the east, a compound economy structure in the west, an intelligent economy structure in the south, and a leading economy structure in the north. According to the Action Plan, Foshan will continue to promote the transformation and upgrading of industrial parks, guide the concentration of industrial land in the parks, and ensure that the total scale of industrial land will be not reduced.

Last but not the least, the Action Plan introduces specific measures to promote the brand of manufacturing, such as strengthening manufacturing standards to lead industry, strengthening the protection of the intellectual property rights to improve the quality of product supply, and building a brand matrix, etc. so as to create the vigorous atmosphere for the high-quality development of Foshan's manufacturing industry.
