Notice on Strengthening Health Management and Services for Red and Yellow Health Code holders

To further upgrade epidemic prevention and control measures and to implement well-targeted management & services for epidemic-related personnel, people with yellow or red health code or with an asterisk(*) in their travel history records should follow the guidelines below: 

 

1. Individual should ensure sound personal protection, avoid visiting crowded places and always pay attention to the status of his/her health code and travel history record. Please take relevant measures in the following situations: 

 

(1). Red health code holder should immediately conduct self-isolation at the nearest temporary quarantine site or in an open area, report to the residential village (community) or employer, and stay to wait for medical staff to start quarantine transfer procedures. 

 

(2). Yellow health code holder should immediately report to the residential village (community) or employer and cooperate with community staff for epidemiological investigation and management. Please refrain from taking public transportation such as bus, metro and coach, strictly conduct home-based health monitoring and take two nucleic acid tests within three days with an interval of at least 24 hours before the health code turns from yellow back to green.   

 

(3). People with an asterisk(*) in their travel history records should immediately and truthfully report their travel history, contact history as well as personal health conditions to the residential village (community) or employer. Please do not visit places other than residence and working place and do not take public transportation before the asterisk is removed. 

 

2. Residential communities, farmer’s markets, restaurants, pharmacies, wholesale markets, shopping malls, supermarkets, gyms, hotels, cinemas, etc. must earnestly perform their duties to strictly check visitors’ body temperature, health code and travel history code, urge them to properly wear masks and scan QR code for entry. Please take relevant measures in the following situations. 

 

(1) If a red health code holder is found: Please immediately guide him/her to the temporary quarantine site, contact the village (residenial community) where he/she lives,follow the instructions of the village (residential community). and urge the individual to stay still before medical workers arrive. 

 

(2) If a yellow health code holder is found: please enforce no-entry policy (unless the residential community is his/her residence) and guide the individual to report to the village (residential community)where he/she lives; If he/she has symptoms such as fever or other suspected symptoms of COVID-19, immediately guide him/her to the temporary quarantine site, contact the village (residential community) where he/she lives, and provide convenience for his/her trip to a fever clinic. 

 

(3) If a visitor’s itinerary card is marked with asterisk(s): please guide him/her to report to the village (residential community) where he/she lives; If he/she has symptoms such as fever or other suspected symptoms of COVID-19, immediately guide him/her to the temporary quarantine site, contact the village (residential community) where he/she lives, and provide convenience for his/her trip to a fever clinic. 

 

3. If any passenger with red or yellow health code is found, the driver or inspector of public transport (subway, commuter bus, long-distance bus, etc.) should enforce no-ride policy and instruct the passenger to report to the village (residential community). 

 

4. A person who refuses to cooperate with health information checking may bewarned or fined by administration of public security based on the circumstances of the act. If the circumstances are serious, he shall be subject to administrative detention. If a person causes the spread of COVID-19 or serious risks of spreading,he shall be investigated for criminal responsibility.
